Public Information Notice Waste Disposal Options in County Kilkenny

While the provision of waste collection and disposal services is not a function of Kilkenny County Council, we are providing the following information to assist households, businesses and waste collection permit holders in understanding their available options.

Kilkenny County Council wishes to make the public and commercial operators aware of upcoming temporary changes to waste acceptance arrangements at a Starrus Eco Holding Ltd (PANDA) located at Hebron Industrial Estate, County Kilkenny. This will commence from the 31st of March, 2026.

Starrus Eco Holdings (Panda), Hebron Industrial Estate, Co. Kilkenny, will no longer accept waste delivered at the gate from:

  • Kilkenny County Council
  • Waste Collection Permit Holders
  • Commercial premises (including retail outlets, restaurants, bars and similar businesses)
  • General public (Trailer loads of C&D, Soil and Stone, Bulky Waste or any Paper and Cardboard/Packaging Waste). Please see below information re the Civic Amenities Sites available who will continue to provide this service in the interim.

Commercial waste will temporarily not be accepted at the gate of this facility.

Starrus Eco Holdings Ltd (PANDA) has confirmed that it will:

  • Continue to provide skip boxes and 1,100-litre wheelie bins to households and commercial premises
  • Continue to collect these containers once full
  • Continue to accept limited quantities of general waste from the public at its Civic Amenity Site (1/2/3 bags).
  • Continue to accept car loads of general household waste but NOT trailers of waste.

 Civic Amenity Sites in County Kilkenny

There are four Civic Amenity Sites (CAS) available within the county:

  1. Dunmore (CAS)
  2. CHI (CAS & Waste Facility Permit & EPA Licensed)
  3. Starrus Eco Holdings (CAS & Waste Facility Permit) – not accepting waste at gate, as outlined above
  4. Doheny (CAS & Waste Facility Permit)

 Regulatory Information

Under the Waste Management (Collection Permit) Regulations 2001 (as amended) and Article 34 of the Waste Management Act 1996, any person collecting or transporting waste as part of a business must hold a valid Waste Collection Permit.

Individuals transporting their own household waste (up to 2 tonnes) to an authorised facility may not require a collection permit, provided the activity does not cause environmental pollution.
